Current issues in the development of intercultural communicative competence when studying a foreign language

Based on a critical review of existing research on the development of competencies related to foreign language teaching and learning, this article provides an opportunity to examine their transformations and changes over time. The author proposes to develop intercultural communicative competence from the point of view of learning foreign languages (in particular English) not only in relation to the customs, traditions, culture, behavior of native English speakers, but also representatives of other cultures and languages. English in this regard will be in the position of a lingua franca, which will lead to its learning, teaching and use as a world language and, consequently, the development of true intercultural communication in a foreign language (English). Ideally, it is necessary to introduce a new concept of intercultural communicative competence that recognizes English as a world language. Such an approach would embrace the local and international context as the environment for language use, engage participants in the «native - non-native» and «non-native - non-native» discourse, and adopt successful multilingual speakers with their intercultural understanding and knowledge as pedagogical models.
