Analysis of normative and doctrinal foundations of the children's information security system

The article reveals certain provisions of national and international normative documents defining the policy of ensuring information security of childhood. The dynamics of the development of official ideas about the possibilities and principles of the information security system, including the rules for restricting the circulation of information and resolving the conflict between the state guarantee of information freedoms and a favorable information environment for children's development, are highlighted. There is a tendency of national sovereignty of the principles of ensuring the information security of children in Russia, the divergence of the ideological principles of determining and recognizing the benefits that are being harmed by the information space and the rules of the mechanism for preserving these benefits. The author also shows the defects in the regulatory regulation of information turnover in order to protect children, which are associated with its morphological discrepancy with the rhizomorphic nature of the modern information and communication environment.
