Analysis of problems of security of population and territories in emergency and ways of their solution

Ensuring personal safety, normal living conditions of society, prevention of environmental disasters and man-made catastrophes, prevention of emergencies are among the most important functions of most developed states. The purpose of this study is to identify and analyze the existing problems of ensuring the safety of the population and territories in emergency situations and to propose ways to solve them. For this purpose, the main statistical data for 2018-2019 on the number of emergencies and damage caused by them were studied. Taking into account the identified problems, practical recommendations, achieved by a unified state policy in the field of security, a system of measures of economic, political, organizational, stimulating and other nature, adequate to threats to the vital interests of an individual, society and the state, were proposed.
