Analysis of implementation of the strategy of socio-economic development of the Perm krai

In the article, the author considers the possibilities of creating an effective strategy for the socio-economic development of the region on the example of the Perm Territory. Examined the existing problems for a specific region in writing the Strategy. The possibility of improving its quality, taking into account the opinion of the population, is substantiated. A number of methodologies are described to enable the assessment of the Strategies. Today, not only the Methods (methods) for the development of regional strategies should be approved, but also the relevant documents regulating the procedure for the regional authorities to check, assess and apply them in practice (formation of a "surplus" budget of the region and the direction of finance for the implementation of the Strategy of socio-economic development ). The legislation requires regional authorities to make certain adjustments to the socio-economic development strategy every 6 years. The current strategy of the Perm Territory is no longer relevant. One of the conditions that apply to the future strategy is long-term planning for more than 10 years. The main goal of the current strategy is to preserve the population of the region, but as statistics show, this has not materialized. Given the impact of the COVID-19 pandemic on human health, the region's population will not increase this year and next. The strategy included plans for the development of the regional capital as a cultural center, and the mechanisms and ways of solving the set tasks were developed through the prism of such a project in 2011. The new deeply worked out strategy assumes variability and has a revision and transformation mechanism. Knowing the strengths and weaknesses of our region, developers of a new strategy can create plans for a long time. As the main goals, we can propose the development of industry in modern conditions of the use of digital technologies and the development of tourism. For these purposes, build tasks, projects and all activities of the authorities.
