The article deals with the legal regulation of circumstances not provided for by the legislation that mitigate administrative responsibility. The practice of applying such circumstances by courts and officials is analyzed. By analyzing the legal norms and law enforcement practice, the question of the necessity and significance of such circumstances in the appointment of administrative punishment is revealed. The current trends in the application of such circumstances on the example of the coronavirus pandemic are also revealed on the examples of judicial practice.
