Theoretical material on a problem of use of outsourcing of personnel as one of effective instruments of management is stated. Definition of the substantial field of outsourcing of personnel and identification of the most relevant and significant directions and scopes of outsourcing became result of the conducted research. At a research of outsourcing of personnel traditional approach and new opportunities is applied. The attention to a kind of functional outsourcing as which development of administrative consultation as one of methods of development of the organization acts is paid. It is shown that for the enterprises where there are processes and tasks which solution is required only periodically, it is expedient to carry out selection of temporary personnel in the outsourcing mode. By the analysis of theoretical material approaches to HR outsourcing are generalized, advantages and stages of HR administration are presented. The applied aspect of the studied problem can be realized in organizational management at the modern enterprises.
