The article reveals the content of the concept outsourcing and HR outsourcing. The main types of outsourcing. The author provides an analysis of demand for outsourcing services by enterprises of the services sector in the city of Ivanovo. Substantiates the idea that the training of employees, as HR is much more efficient implemented with the use of outsourcing. Describes the methods of active teaching staff. The article says that the outsourcing industry in the regions are poorly developed, but if the government will support the development of outsourcing services and entrepreneurs of small and medium business will use this practice, the problem of effective management at the regional level will be solved. Describes the main stages of the decision-making process about outsourcing. In conclusion, the paper describes the possible effects of the socioeconomic sphere of the region due to the development of the outsourcing industry.
