Asian Russia in the Discourse and Practices of Imperial Cultural Development in the 2nd Half of the 19th Early 20th Century
Utilizing texts authored by imperial experts that reflect the perceptions of authorities and society regarding the forms and methods of integrating Asian Russia into the pan-imperial space, the article elucidates the content of imperial discourse concerning cultural transference in relation to Russia’s Asian periphery. It identifies prominent thematic patterns within historical dynamics and correlates discursive narratives with practical implementations of the empire’s cultural policies in peripheral regions during the late 19th and early 20th century. Through discourse analysis, it is demonstrated that the imperial discourse of cultural transference in Siberia, the Steppe Region, and Turkestan was inherently linked to practical actions and was characterized by a degree of mobility and adaptability. The perceptions held by imperial authorities and the public regarding population policies in peripheral regions, as well as strategies for integrating ethno-confessionally diverse communities into Russian society, were significantly influenced by the limited tools available for cultural influence and the fragility of cultural transfer actors. Over time, there was a reconfiguration of the imperial discourse on cultural exchange, striving to reconcile it with emerging practices that aimed to preserve cultural distinctions appropriate to the period. The recognition at governmental and socio-political levels of the ineffectiveness of policies attempting to homogenize cultural diversity precipitated a shift in discourse towards the acknowledgment and endorsement of cultural differences. This shift was reflected in policies of cultural distancing, wherein the state assumed the role of primary beneficiary, while subordinate groups – both sedentary and nomadic – were positioned as subordinate actors within the empire, effectively relegated to subaltern status.
