The bank of Russia as a regulator of settlement relations

The Central Bank of the Russian Federation is a financial mega-regulator, and one of its main functions is to ensure the functioning of the payment system in the Russian Federation. Recently, there has been an increasing interest in non-cash payments, which is caused by changes in both legal regulation and the emergence of new forms of payments that were previously unknown to the doctrine of Russian law. The article considers both the concept of settlement legal relations and the role of the Central Bank of the Russian Federation in their regulation to ensure the stability of settlements in the country. Problems in the legal regulation of settlements are identified and proposals are made to eliminate gaps in the definition of such concepts as "money", "banknote", "money turnover (circulation)", "monetary system". The priority directions of settlement relations in the Russian Federation are investigated.
