Barriers to attracting young specialists to the municipal service system

The study examines the factors influencing the attractiveness of the municipal service system and the barriers to attracting young specialists. Despite the emerging positive trends in municipal government, the personnel problem continues to be relevant. The aim of the study is to analyze the results obtained from focus group interviews conducted in 2025 among students studying in the field of public and municipal administration and students of similar additional education programs at universities in Moscow. It is emphasized that the primary barriers to attracting young, highly qualified specialists to the municipal service system are not only systemic in nature but are also associated with a lack of a well-formed willingness, particularly at the value level, among students for work that requires a commitment to public service.
