Library policy in the late Soviet period (1985-1991)

In article library policy during the «perestroika» systematically investigated for the first time. Statistical data are provides on the period under review. We studied the main guidance library documents in 1985-1991. Resolution of State interdepartmental library commission «Main directions of librarianship development in the country in 1986 1990 and for the period up to 2000» has been thoroughly analyzed. Changes of soviet library policy main parameters have been identified. The problems of state library policy are shows. We analyzed realization of this policy on practice and reasons, which led to the crisis phenom- ena in library area. The article gives consolidated assessment of librarianship state in USSR in specified period, statistical and meaningful characteristics. Generalizing summary about research topic made in conclusion of the article.
