The article focuses on the role of business incubators in universities in Kyrgyzstan and their impact on the development of entrepreneurial education. In the context of a modern economy oriented toward innovation and sustainable development, university-based business incubators are becoming an integral part of the educational environment, bridging the gap between theoretical knowledge and practical skills. Business incubators provide students with essential resources and support to implement startup ideas, including consultations, training, and mentorship. Their activities not only enhance the quality of students’ professional training but also contribute to job creation, regional entrepreneurship development, and the strengthening of university-industry collaboration. Moreover, the successful implementation of university-based startup projects increases the academic reputation of institutions and attracts external funding. The article examines the experience of the Startup Center at I. Arabaev Kyrgyz State University and compares it with successful examples from Russian universities such as St. Petersburg State University and Bashkir State University. Key aspects of business incubator operations are analyzed, including organizational support, startup competitions, cooperation with international organizations, and the development of specialized programs to foster entrepreneurial skills. It is important to emphasize that building an entrepreneurial culture in universities requires an interdisciplinary approach, faculty collaboration, administrative support, and active student engagement. The article addresses the integration of entrepreneurship into academic curricula, the development of soft skills, and the formation of teamwork as key components of next-generation educational programs. Thus, the presented analysis confirms the need to revise existing approaches to entrepreneurial education and to strengthen the role of business incubators as catalysts for innovative development within the university environment. Special attention is paid to legislative challenges, such as restrictions caused by public procurement laws that hinder effective startup financing in universities. The study highlights the importance of a comprehensive approach to developing an entrepreneurial ecosystem in educational institutions and the role of business incubators in shaping successful entrepreneurs.
