Bureaucratization of domestic higher education: factors and prospects

This paper analyzes the algorithm of the bureaucratization of higher education, identifies its main factors, elaborates on trends and some possible prospects. As a central, self-sufficient prerequisite for the bureaucratization of higher education, the development of state structures emerges. The latter are increasingly infiltrating society, largely reflecting on the content of its processes. The increasing tendency to bureaucratize higher education institutions occurs as these establishments adapt to the new rules that emanate from the federal center. The bureaucratization of higher education also has a counter-movement from the same members of the higher education teaching personnel who see bureaucratic activities as a means of already personal individual adaptation. With a dual assessment of the phenomenon of bureaucratization, its negative consequences have a much larger and more varied meaning. Firstly, the creative component of the educational and scientific processes is narrowed and clearly emasculated. Secondly, there is a certain reorientation of students towards obtaining a formal legal document -a diploma - rather than knowledge. Thirdly, the prerequisites for intra-university antagonism between bureaucratic personnel and higher education teaching personnel have emerged, which has both a cultural and existential as well as a socio-psychological side.
