At the beginning of the twentieth century, after the defeat of the Russian Imperial Navy in the Russo-Japanese war of 1904-1905, the question arose about the further development of the Russian naval forces. This problem was discussed both in government circles of the Russian Empire and at meetings of The state Duma. One of the goals of the public organization the Russian Maritime Union was to find possible ways to further build the Russian fleet. I must say that this public organization has enjoyed the trust and support of the highest Russian officials and representatives of the aristocracy since its creation. Among its founders were members of the ruling Imperial family. One of the main problems affecting the possible ways of building the Russian Imperial Navy was the study of the use of submarines in combat conditions. Thanks to the influence of the leadership of the Russian Maritime Union, the proposals put forward by the public organization were discussed at the level of the leadership of the Russian Empire.
