Values as an element in the system of the university organizational culture

The article in the form of a case is aimed at the study of values as of one of the main organizational structure elements. Culture is one of the main factors of success and efficacy of organization functioning. University as a complex system with multilevel administration structure has its specific organizational culture, forming main values of higher education. Systematization of different approaches to organizational culture structure has allowed to make conclusions concerning value priorities. During the research of Mordovia State University named after N.P. Ogarev organization culture we used questionnaire method that allowed for identifying the following priorities: professionalism, responsibility, higher education importance; patriotism and citizenship; ethical behavior; personal self - realization; creativity. Research results demonstrate that real values of the personnel and values stated by the university largely coincide. This demonstrates normal psychological climate and creative atmosphere at the university. Besides that the research demonstrates weak points in the university organizational structure such as insufficient coordination and interaction between structures; management bureaucracy; imbalance between staff salary and efforts. Research results can be used in developing and improving personnel strategy at the university. The article can be useful in improving organizational culture, forming normal psychological climate, planning work with university personnel and leveling out conflicts in the team.
