Value Regulators of Behavioral Norms in the Organizational Culture of Law Enforcement Bodies in Modern Views of the Elite of the Police Management Staff

Introduction. The results of an empirical study indicate that the value regulators of behavioral norms in the organizational culture of law enforcement bodies in the views of the management elite currently reflect rather Western liberal goals-values than those outlined in the National Security Strategy of the Russian Federation adopted in 2021. Materials and Methods. The study was conducted in 2021–2022 with the use of Google Forms. The sample includes 144 police officers who hold positions of senior commanding staff and are in the list of the reserve for promotion. Psychodiagnostic toolkit comprises questionnaire of terminal values developed by I. G. Senin; D. A. Leontiev methodology of life-meaning orientations; the authors’ questionnaire aimed at identifying and evaluating terminal values and factors that encourage effective performance and hinder it. Results and Discussion. The empirical analysis of the data reveals the presence of priority factors that encourage achieving the goals, continuing service and hinder it, determine the direction and intensity of the personal and subjective activity of the management elite with regard to the implementation of life navigation. The ideas of the management elite about the value regulators of behavioral norms show the peculiarity of the modern organizational culture of law enforcement bodies, which is based on the striving for individual success and material well-being, in accordance with the dominant Western liberal goals-values. Conclusions. The views of the management elite of law enforcement bodies concerning the value regulators of behavioral norms are characterized by the desire to belong to the circle of persons in power, which is simultaneously considered as an obstacle to the effective performance of activities due to the need for selectivity in law enforcement practice. The priority terminal value of the management elite of law enforcement bodies is personal success (self-development, high financial position and own prestige) with a secondary role of spiritual satisfaction with the service among the totality of motives for effective professional activity.
