The research analyzes the development environment for creative and highly demanded human resources. One of its main factors implies the correspondence between learning outcomes and ever-renewed labor market demands in the context of Industry 4.0. Having analyzed the legal instruments on the social and economic advancement of Russia, the authors substantiate the necessity for project-based economic arrangements and, as a consequence, the importance of developing project skills in terms of a new educational system. Project skills are rated the top ones determining the competitiveness of university graduates. The paper demonstrates the need to enhance project-based learning through the increased cooperation between higher educational institutions and labor market. The authors propose the management model of the center for skills and employability development within university-company collaboration by means of state support or on a commercial basis.
