Private initiatives in professional education and regulatory restrictions on their implementation

The demand for private education in modern Russia has increased significantly. The main factor of the growing relevance is the growing complexity and expanding variety of tasks for preparing adolescents and young people for active and productive professional and social activities at present. The article considers the concept of private initiative in vocational education as an independent setting by an individual, enterprise or organization of a goal and implementation of educational activities by creating a professional educational institution. The purpose of the article is to clarify the features of the concept of private initiative in vocational education, to identify the features of its implementation. To achieve this goal, the authors conducted a survey of students, teachers and heads of private educational institutions, which allowed them to draw a conclusion about the significance, positive aspects and shortcomings of private educational initiative. The authors of the article proceed from the recognition of the relationship between private and public education. At the same time, the role of the state is to regulate private initiative in vocational education primarily by licensing the educational activities of individuals, private organizations and enterprises when creating private vocational educational institutions. Licensing the educational activities of a private vocational educational institution is not only necessary, but also associated with a number of technical, methodological and material-financial difficulties for license applicants. The significance of the research results lies in the adaptation of the concept of “private initiative in education” to the modern realities of vocational education. The scientific novelty of the presented results lies in the identification of contradictions in the licensing system that private initiative in education faces and the proposal of options for resolving them. The result of the study by the authors of the article is the conclusion that there is no alternative to private educational initiative in the modern system of vocational education In Russia.
