Human and labour potential of the Russian regions

In recent years ISESP RAS was conducting research on estimation of the quality of the human and labour potential of Russian regions. Some of the obtained results were published in the journal Population. The present article compares the quality of the human and labour potential in RF regions; it contains proposals for raising the quality of labour potential that is the primary creative element of human potential and the precondition for modernization of production.
