Digital citizenship in Russia and Germany: electoral process, electoral fundraising

The article highlights the features of the draft law recently approved by the Federation Council: 1) there is no «hierarchy» proposed during the discussion between the method of voting using paper ballots and electronic voting; 2) the objectives of the CEC of Russia include improving the legal culture of voters (a prerequisite for expanding the mechanisms of influence on digital citizens); 3) it is possible to remotely open and close a candidate's special election account, which simplifies the procedure and leaves more time for the implementation of electoral fundraising. The concepts of digital identity and digital privacy are formulated in relation to the digital profile. Germany does not recognize the institution of electronic voting, which is why there are high postage costs and voting problems for citizens living abroad, but it consistently develops the concept of the ECPG.
