Outer boundary value problem for a cylindrical conductor in the layer of isotropic plasma is being solved. The separation of waves in the guide structure on HE nm and EH nm is substantiated. The existence of fast and slow of proper and improper waves is showed. The consideration has been given within the scope of the theory of linear nonself-adjoint operators.
