Circular economy and eco-balanced construction methods in managing of a region's sustainable development

Sustainable development management in regions of the Russian Federation is associated with the need to create new sustainable methods and models of production and consumption aimed at ensuring economic growth, social development, and eliminating environmental threats at the stage of their inception. Ecobalanced construction methods play a big role among them. Sustainable development of a region is determined by the parameters of its environmental safety, which is based on the quality of the environment and the potential of natural resources. A decrease in the natural resources potential negatively affects the economy, and environmental degradation can lead to a decrease in the quality of life of the population. The main source of pollution is the growth of production waste, including construction waste. Reducing construction waste through recycling and reclamation is an effective tool to ensure the sustainable development of a region. The paper authors consider the role and prove the importance of an eco-balanced circular economy in managing the sustainable development of a region, using the example of the construction industry of the Chelyabinsk Region. The regulatory and legal documents of waste management in the Russian Federation and approaches to the concept of “circular economy” in the works of Russian and foreign authors are analyzed. The methods of processing secondary resources (recycling, downcycling, and upcycling) within the construction industry are considered. The “circular” use of building materials (asphalt concrete) in the framework of the implementation of national projects is analyzed. A methodology for the impact of eco-balanced methods in construction on the implementation of road projects and the reduction of their budget has been developed and tested. Recommendations are given on the optimization and efficient use of budgetary funds when introducing a recycling system in the construction and repair of road networks.
