Comparative and legal analysis of appeals under criminal procedure and administrative legislation: what is the problem of confusion in the preliminary investigation bodies?

This article presents a comparative and legal analysis of the types of appeals in various forms of Russian judicial proceedings on the following grounds.: 1) legal basis of regulation; 2) list of types of appeals; 3) terms of consideration; 4) subjects of legal relations arising during the submission of appeals; 5) the procedural form; 6) the content; 7) legal consequences (outcomes) based on the results of consideration. General and specific signs in these appeals which will allow to identify white spots that form problems in law enforcement practice are identified. As a result, the author attempts to level out the identified problems and proposes optimal ways to solve them.
