Activities of the Federal Agency for State Property Management (Rosimushestvo): Improvement of Regulatory Issues

An analysis of regulatory legal acts and scientific sources shows the place of the Federal Agency for State Property Management (Rosimushchestvo) in the system of public subjects of administrative law in Russia. During the research, formal legal and comparative legal methods were used, which made it possible to provide a comprehensive study of the issues of regulating the agency’s activities and to develop certain recommendations for improving regulations. It was noted that cases of regulation of the activities of the Federal Property Management Agency by acts adopted by the Ministry of Economic Development of the Russian Federation require revision and adoption of new acts of the Federal Property Management Agency, which will correspond to the realities of today and contribute to the legitimacy of both individual provisions of these acts and the acts themselves, improving by-laws. The paper analyzes the legal regulation of the functioning of executive authorities, as well as individual legal acts (laws, administrative regulations and rules of procedure) governing the activities of the Federal Property Management Agency and characterizing it not only as an executive authority, but also as a subject included in centralized public administration. Amendments to regulatory acts are proposed to bring them into line with modern legislation and the idea of adopting certain acts by the Federal Property Management Agency is argued, as well as amendments to the Administrative Code of the Russian Federation.
