The Activities of the Siberian Krai Committee of the RCP(b) AUCP(b) in Directing Trade Unions (May 1924 August 1930)
This article critically analyzes the activities of the Siberian Krai Committee (Sibkraykom) of the Russian Communist Party (Bolsheviks) – All-Union Communist Party (Bolsheviks) regarding its leadership and organizational control over trade unions. The chronological scope encompasses the period from May 1924, coinciding with the establishment of the Siberian Krai Committee, to August 1930. The research draws upon a broad spectrum of historical sources, including previously unpublished materials from federal and regional archives. Central to the analysis is the examination of the relationship between Sibkraykom and regional inter-union associations, notably the Siberian Bureau of the All-Union Central Council of Trade Unions (AUCCTU) and the Siberian Krai Council of Trade Unions (Sibkraysovprof). The study reveals a significant dissonance between the officially articulated principles of party leadership over trade unions and the actual practices implemented. It argues that, although Sibkraykom repeatedly asserted that provincial and district party organizations should guide trade unions solely through their Communist factions – promoting the election of union bodies and the augmentation of their autonomy – the Committee itself consistently disregarded these directives. Evidence indicates that Sibkraykom unilaterally arranged regional and district trade union congresses, dictated agendas for Sibkraysovprof meetings, issued directives bypassing Communist factions, and exerted comprehensive control over the registration, selection, and deployment of trade union personnel at multiple administrative levels. The author concludes that this persistent discrepancy, originating from the top echelons of the party hierarchy, embodied a fundamental principle governing party leadership over trade unions during this period.
