Dynamics of liberal and patriotic values of the ideology of Russian educational policy from 1991 to 2022: the innovation cycles and retro-innovation waves

The author of the article analyzes the main liberal and patriotic axiological foundations of modern educational policy. A holistic description of the processes of reforming of Russian education over the period of three decades (from 1991 to 2022) is presented. The reform processes are considered as a multidimensional phenomenon, including both innovative processes and retro-innovation phenomena. Special attention is paid to the transformation of the ideology of educational reforms.
