Specialists in strategic education problems are called the educational system of the 21st century. Today it is a huge bet. The relevance of distance learning lies in the fact that the results of social progress, previously concentrated in the field of technology, are now concentrated in the information sphere. The era of computer science has begun. The stage of its development at the moment can be characterized as a telecommunication. This is a field of communication, information and knowledge.
The distant form of education enables the creation of systems of mass continuous self-study, the universal exchange of information, regardless of temporal and spatial factors. A distinctive feature of distance learning is to provide students with the opportunity to obtain the required knowledge themselves, using the advanced information resources provided by modern telecommunication technologies. Information resources (databases and knowledge, computer, including multimedia, training and control systems, video and audio recordings, electronic libraries) together with traditional textbooks and teaching aids create a unique distributed learning environment accessible to a wide audience.
Distance education in the system of advanced training of public education workers has already ceased to be an innovation and is becoming an integral part of the methodological diversity of various forms of education. Today, the problem of distant methods of support for candidates of a scientific degree (graduate students and doctoral students) is becoming urgent. However, the main problem of the development of distance learning in the country is the development of courses It can be called "mechanical." The course, as a rule, is created by the mechanical transfer of the material provided by the teacher into the electronic shell of the programmers.
And while teachers could not break away from the process of creation, or from the learning process, or from the process of analyzing and improving courses.
One of the options for implementing this idea could be the use of a WEB-oriented distance learning system of the Uzbek Research Institute of Pedagogical Sciences, which allows to cover a significant number of students from different professional positions of the public education system and put into practice an effective distance model of methodical support for applicants of a scientific degree candidate (doctor) of pedagogical sciences.
The software developed by the institute is characterized by ease of development and user-friendly interface, which requires knowledge and skills at the level of a computer user at an average level. The system is characterized by openness of the program code, no need to install additional programs for the functioning of the created product, WEB compatibility (compatibility with different browsers), the ability to create network (Internet) product variants without significant changes, ensuring the automation of all the processes of structuring educational material, ensuring a full cycle of independent the work of the faculty, which does not require special revision at the exit.
The simplicity of the system allows the teacher to create distance courses independently (without the involvement of programmers) and independently maintain the educational process for the course taught.
