Report of Captain 2-nd Rank Count A.P. Capnist on Rational Combat at a Meeting of the Society of Naval Officers

The article deals with the Russian naval public organization called "Society of Fleet Officers", which unites in its ranks active officers and admirals of the Russian Navy. The Board of the Society of Fleet Officers at its meetings tried to consider actual problems of development of Russian and foreign naval affairs. Some reports from the meetings of the Society of Fleet Officers were of a secret nature and were not subject to disclosure to the general Russian public. Captain of the 2nd rank, Count A.P. Kapnist made a report at the meeting of the Society of Naval Officers "On the rational fleet". This report was an attempt to rethink the world naval strategy and tactics because of the Tsushima defeat of the Russian Imperial Navy during the Russian-Japanese War of 1904 - 1905.
