Sufficient conditions of optimality in a discrete hierarchical model

In the article a two-level model of network structure is considered, which top level is an abstract network of operators, and the lower level discrete dynamical models. For this network the task of optimization is put forward and sufficient conditions of optimality are derived analogically as for the discrete-continuous dynamic systems.
