Citizens’ trust in the police as a factor reducing administrative offenses in the form of disobedience to lawful orders and demands of police officers

The goals of state and public security are achieved through the implementation of state policy aimed at increasing citizens’ trust in the law enforcement system. In order to ensure social well-being, the state should fully care about the political trust of citizens, the determining importance of which belongs to the trust in the police. The research is devoted to the study of the peculiarities of public-law regulation of public trust in the police, the search for a connection between the trust of citizens in the police and administrative offence in the form of disobedience to lawful orders and demands of police officers. It is concluded that the constitutional and sectoral norms fully ensure the regulation of confidential relations between citizens and the state, as well as provide state control over the execution by civil servants of the restrictions and prohibitions established for them. It is shown that public trust and support of citizens is a principle of police activity and the main criterion for assessing the effectiveness of its activities, but not a presumption of trust in a police officer. It has been established that the increase of citizens’ trust in the police in matters of protection of personal and property interests leads to a decrease in administrative offences in the form of disobedience to lawful orders and demands of police officers.
