Spiritual-cultural dimensions and framework regional policy of modern Russia

In this paper dedicated to the International Forum «Culture and Economy of regional policy in modern conditions» (22-23 April 2014, Makhachkala, Republic of Dagestan), the author offers his vision and understanding ofthe cultural-economic problems in the formation and implementation of modern Russian regional policy. According to him, today's regional policy unduly dominates rational-economic approach, and spiritual-cultural dimensions of its neglected. Concentrating on these measurements, the author examines them in the context of the Basic Law of the Russian Federation and the Concept of long-term socio-economic development ofthe Russian Federation for the period until 2020. Noting spiritual-cultural failure ofthese documents, the author points to the need to improve legislation on regional development of Russia and the development of a new concept of regional policy.
