Factors for improving the effectiveness of supplementary vocational education: an institutional approach

The study of factors increasing the effectiveness of supplementary vocational education is due to intensive labor mobility, changes in qualification requirements of employers, the need to form professional competencies of employees in order to perform basic labor functions, corresponding to occupational standards. The article analyzes the institutional structure of supplementary vocational education. The novelty of the study is to assess the compliance of the availability of forms of learning services with the quality requirements of the employer. The main substantive aspects of the article are the analysis of current concepts of institutional, organizational and formative structures, as well as the analysis of factors for improving the effectiveness of supplementary education based on the results of sociological research. A number of factors were identified: legal regulation and standardization of professional activity; state support of educational programs; competence approach; needs of the target audience; organization of the educational process and the factor of pricing policy. Suggestions for improving the effectiveness of supplementary vocational education have been formulated.
