Federal territories in Russia: problems and prospects of legal regulation

This article is devoted to one of the topical issues of constitutional and legal science: federal territories. In the process of studying these territorial units, emphasis is placed on the normative and legal consolidation of the concept of "federal territories"; the consequences of insufficient legislative elaboration of the provisions on federal territories are indicated. The Russian experience of creating and regulating federal territories is compared with the experience of foreign countries. The study of the main provisions on federal territories of both foreign countries and the Russian state is characterized by the use of such research methods as the analysis of normative and scientific provisions on the stated topic, comparison of approaches to the concept of "federal territories", analysis of conceptual and terminological provisions on federal territories, opposition of legislative provisions on federal territories of different countries. Based on the results of the work, on the basis of the identified goals for the creation of federal territories, a conclusion was made about the need for proper legislative elaboration of the provisions on federal territories, which will allow leveling the negative consequences of the creation of federal territories.
