The phenomenon of being «in the tsar's service» of zemstvo and city employees of the Ufa province during the post-reform period

The article is devoted to the issue of granting the public service rights to civilian employees of zemstvo and city self-government bodies. The appearance of specialists (doctors, veterinarians, agronomists, architects) with a dual legal status took place at the period of implementing the zemstvo, and then the city reforms. Based on archival sources, for the first time introduced into science, the article also deals with analysis of the procedure for acquiring public service rights. It is established that the initiative to obtain these rights belonged directly to employees. The documents from the Ufa Governor’s chancellery confirm that zemstvo doctors and veterinarians, who had public service rights, performed additional duties. The provincial administration had a significant influence on the issues of relocation, punishment and encouragement of employees with dual legal status. Nevertheless, the employees were interested in acquiring the rights for ranks promotion. The practice increased the attractiveness of the municipal service for representatives of the most demanded professions.
