Financing the activities of legal entities of public law: conflict-legal aspects

Today there is a discussion about the so-called legal entities of public law, the status of which is not defined in Russian legislation. This uncertainty, in its turn, raises many problems associated with determining the forms and sources of funding for their activities. Since 2007, the creation of state corporations has been actively practiced in the Russian Federation (previously, only one state corporation existed in the Russian Federation for a long time, it was the Deposit Insurance Agency). The legal definition of the term “state corporation” is contained in Art. 7.1 of the Federal Law “On Non-Profit Organizations”, according to which it is recognized as a non-profit organization that does not have membership, established by the Russian Federation on the basis of a property contribution and established to perform social, managerial or other socially useful functions.
