Formation of human capital at the regional level

The article considers regional aspects of the human capital formation in Russia. On the basis of expert interviews the author assesses the factors favourable and unfavourable to the initial prerequisites for development of human capital in regions. He analyses the impact of labour conflicts on the level of contradictions in the use of human capital. The article puts forward the algorithm of development and implementation of programmes for realization of human capital at the regional level.
