The formation of human culture as a factor of human development

This article addresses the problem of a man culture formation as one of the key factors in the development of human potential. Analyzing the approaches of different authors to the interpretation of «human potential» and «man of culture» concepts, the author gives their clarification. The provided information is on the Human Development Index in the subjects of the Siberian Federal District. The given conclusion is about the need for new approaches to the formation of human culture as its creator, media creator and translator, who is responsible for the development of society and society.
