Developing of the long-term model for restructuring of the urological bed resources in the Voronezh region

The analysis of the new format of the urological service in Voronezh region is presented in this article. The problems in the realization of the regional target program “Urology” (part of the program “Healthcare development in the Voronezh district 2011-2015”) are referred. The possible ways of further optimization of urological service are listed, given the revealed shortages. The analysis of the factual hospital bed and physician resources in the urological profile was analyzed according to the region districts and hospitals. The estimated corrected bed and physician resources led to correction of the factual parameters, the improved model is presented. The proposed organization model of the urological departments in the three-levels concept of the healthcare organization, corrected for the Voronezh region peculiarities (given network of the hospital of different capacity, transport infrastructure, historically existing reference flow of the patients, personnel capacities, equipment), would allow the optimization of the work of present facilities and targeted equipment of the certain sub-division in case of adequate functioning. Standardized program method for the model development of the regional network of healthcare facilities could be applied by the healthcare regulators in every region and in every specialty.
