Young people with disabilities or limited health capabilities primarily need knowledge and skills in handling finances. This category of the population is the most vulnerable and often becomes the target of fraudulent activities in the financial sector. The article is based on the results of a sociological study conducted using a questionnaire to identify typical problems associated with the financial behavior of young people with disabilities among students of the Financial University under the Government of the Russian Federation and the Russian State University of Social Technologies with disabilities or limited health capabilities, aged 17 to 24 year olds (n = 316). An analysis of the sociological survey results identified gaps in the financial behavior practices of young people with disabilities and limited health capabilities, as well as a need for additional financial literacy knowledge. A proposed solution to this problem is the implementation of a three-tiered financial literacy development model (preschool education, schools, and universities). This model will enhance existing financial literacy programs and adapt them to the needs of young people with disabilities and limited health capabilities.
