The problem of creating pedagogical conditions to realize the process model of forming state level positive professional responsibility of future lawyers for public service is discussed. The concepts of “pedagogical conditions” and “professional education environment” have been theoretically analyzed. A pedagogical condition of forming state level positive professional responsibility of future lawyers for public service is characterized in detail. It is noted, that special higher school professional education environment is very important to implement this pedagogical condition. An experience of forming personalreadiness for making responsible decisions in a special professional education environment at a specialized higher school, particularly Chelyabinsk branch of Russian Presidential Academy of National Economy and Public Administration, that was the research testing site, is described.
