Formation and development of human capital of scientific and pedagogical staff of higher educational establishments of the RF

The relevance of this study is due to the fact that when trying to balance the traditions and innovations in higher education in Russia, there are contradictions between the model of scientific and educational activity that has been developed over many years and the need for its internal transformation under the influence of global educational trends. One of the main problems is associated with the implementation of personnel strategies in higher educational establishments. The particular importance is connected to the staffing of Russian higher education system, the formation of human capital of scientific and pedagogical staff of Russian universities. The purpose of the study is to develop a model for managing the effectiveness of scientific and pedagogical personnel that forms the basis for the development of human capital in higher education in the context of global educational trends. From scientific and methodological view point the research is based on the principles of neoclassical labor economics (in particular the concept of human capital), on the theory of intellectual workers and intellectual labor, and on the studies by Russian and foreign economists and management theorists devoted to the efficiency management of higher school personnel. The research methods include universal methods of knowledge as well as methods of economic and mathematical modeling and analysis of statistical data that characterize the quality of human capital in Russian higher educational establishments. The information-empirical base include the data provided by the Federal State Statistics Service, analytical data of the Higher School of Economics, databases of the Russian Monitoring of the Economic Situation and Health of the Population (RLMS). The scientific novelty of the results is to model human capital depending on the source of its formation and to develop management principles for scientific and pedagogical staff efficiency in accordance with strategic indicators of Russian higher educational institution development. The conclusions and perspectives of the research are determined by the opportunities to implement the above mentioned model for planning promising trends of scientific and pedagogical staff activity that focus on modernization of Russian system of higher education in general.
