Department staff formation based on synergetic principals

In this article we describe synergetic principals in a university department staff formation. During last decades, the problem of the university department staff formation is very important, especially in connection with a transition to a two-level system of higher education. The synergetics offers some decisions of this problem. It's impossible to form the university department staff with a traditional systems approach because of the world nonlinearity.
