Formation of competencies of public employees: sociological analysis

The article considers the competence-based approach to the training of civil employees. The purpose of the study is to analyze the prospects of its application in the system of training of state civil employees. A quantitative comparative analysis of the competencies identified as key for state and municipal management showed that the training of employees based on the competence approach is associated with two groups of problems. Firstly, these are the difficulties associated with determining the key competencies of civil employees: within the framework of the concept of classical bureaucracy, they are executive and administrative skills, but the concept of new public management (NPM) puts the skills in the field of public employment provision in the first place. Secondly, the main goal of the educational system is not only the formation of professional skills and abilities, but also the reproduction of personality. Therefore, the comparison of the professional standard and the standard of higher education reveals the presence of excessive competencies, mainly in the field of analytical and expert activities. We believe that in the context of the active introduction of distance education initiated by the COVID-19 pandemic, these problems can be successfully overcome through a clearer diversification of educational services.
