Developing of methodical approach to urban space integrated estimation

During the transition to post-industrial epoch the role of cities and urban space functions are considerably transformed. New type of economic system shows new requirements to the urban space as a space of people activities and business. To find out the possibilities to develop the city and to form the conditions for population reproduction, we need information about urban space quality of local territories. In majority cases, the existing methods are called to estimate general socioeconomic parameters and population life-level indicators of separate cities, but not the urban space quality. Ecological ratings, ratings for business comfort, life-quality ratings, industrial production ratings, etc. are generated to estimate cities. But there is no any approach that could appreciate the city quality as the space for living, leisure, recreation and work and that could estimate a city friendliness and comfort. In the article a hierarchical approach for complex multi-level technique of urban space quality estimation is suggested. This technique doesn''t give a statistical estimation of urban space at the particularly period of time, but examines a dynamic aspect, that is connected with urban space processes and housing construction changes. Many indexes are calculated on the average values for several years, that gives a possibility to consider tendencies in cities transformation. On the base of suggested technique, the estimation of urban space quality index is calculated for the biggest cities of Volga federal district, the possibility for practice use of this method is proved.
