Formation of system of strategic planning in the Volgograd region

The system of strategic planning is one of the most important factors of ensuring the competitiveness of the economy and the national security of the country. The Federal law “About strategic planning in the Russian Federation” was passed. It introduced the state strategic planning in the Russian Federation. In the Volgograd region at the regional level in 2015 in general the regulatory legal base of strategic planning was created. An important question in the formation of a uniform system of the strategic planning in the region is the lack of the agreement and the coherence of documents of strategic planning at regional and municipal levels. The imperfection of methodological approaches to the development of strategic documents, insufficient development of mechanisms of realization of strategies leads to the lack of the uniform system of strategic planning interconnected with the system of territorial and budget planning at regional and municipal levels.
