Formation of the stage of initiating a criminal case in the period of operation of the first codes of criminal procedure of the RSFSR and BSSR

The article analyzes the provisions of the Codes of Criminal Procedure of the RSFSR and the BSSR as amended in 1922, 1923 and 1927, which regulate the procedure for initiating a criminal case. The authors drawn attention to the similarity of these provisions with the relevant norms of the Charter of Criminal Legal Proceedings of 1864. The process of the emergence and formation of a procedure for checking statements and reports of crimes by the criminal prosecution authorities, as well as the procedure for issuing a decision to initiate a criminal case, which took place in the analyzed period in law enforcement activity, is considered.
