Fundamental basis of constitutional law-making in modern conditions

The author examines the fundamental foundations of constitutional lawmaking in modern conditions. A brief review and proposals for improving national legislation governing constitutional lawmaking are carried out. The author pays special attention to the multilevel system of formation of constitutional legislation, the foundation of which is the Constitution of the Kyrgyz Republic. The principles and priorities enshrined in it find their further development and the necessary legal forms in the specifying legislation. The author's vision of the problems of introducing and deepening democratic principles on the basis of the Constitutional reform is substantiated. The existing controversial theoretical problems are described in detail and mechanisms for their resolution in the near future are proposed. Along with this, the author makes proposals for improving the key foundations of constitutional lawmaking.
