Function of local self-government in the sphere preschool and school education: social, legal and financial context

The socio-legal and financial aspects of the activities of local government bodies in the field of school and pre-school education are investigated. It is noted that in municipalities for a long time the problem of financing educational institutions has not been solved at the system level, as a result, the state has to allocate funds from the federal and regional budgets, which in a certain way distorts the constitutional principle of independence of local self-government. Proposals for correcting the current situation are substantiated.
