Functioning of Inter-municipal Cooperation Associations within the Framework of a Unified System of Public Authority

The article is devoted to the study of the functioning of inter-municipal cooperation associations at various stages of public policy development. Using the example of the Association of Siberian and Far Eastern Cities, the author shows how such organizations react to domestic political changes, and demonstrates the main areas of activity of such organizations. The main hypothesis is that these organizations are characterized by a high degree of stability and adaptability to political changes, contributing with their activities to ensuring domestic political stability and the development of the institution of local self-government.
