Функционирование Ульяновского педагогического института в период Великой Отечественной войны

Статья посвящена развитию высшего педагогического образования в Ульяновской области в период Великой Отечественной войны. Цель статьи всесторонняя реконструкция истории Ульяновского педагогического университета в годы Великой Отечественной войны в контексте истории российской высшей школы. Авторами на базе впервые введенных в научный оборот архивных материалов из фондов Государственного архива новейшей истории Ульяновской области рассмотрена подготовка научно-педагогических кадров в Ульяновском педагогическом институте, изучена направленность и эффективность научной, учебной и воспитательной работы в вузе, а также раскрыта общая эффективность и содержание учебно-воспитательного процесса в исследуемый период. Установлено, что руководство и сотрудники Ульяновского педагогического института были вынуждены работать в сложнейших условиях, когда выделяемые партийными органами из бюджета средства: на учебные расходы, на научно-исследовательскую работу, на капитальный ремонт учебного заведения, приобретение учебного оборудования мебели были незначительными. Положение дел осложнял и рост показателей текучести как кадрового состава, так и контингента учащихся. В ходе работы было выявлено, что подразделения Ульяновского педагогического вуза активно участвовали в реализации оборонных заказов превалирующая доля членов педагогического коллектива и контингента учащихся регулярно работали на предприятиях и в тыловых учреждениях области. В заключение авторы пришли к выводу, что в период Великой Отечественной войны Ульяновский государственный педагогический институт стал эффективной кузницей высококвалифицированных научных кадров, а также внес весомую лепту в победу. Научная статья может быть интересна для исследователей, изучающих историю советского образования, в том числе и системы высшего образования.

Functioning of the Ulyanovsk Pedagogical Institute During the Great Patriotic War
The article is devoted to the development of higher pedagogical education in the Ulyanovsk region during the Great Patriotic War. The purpose of the article is a comprehensive reconstruction of the history of Ulyanovsk Pedagogical University during the Great Patriotic War in the context of the history of Russian higher education. Based on archival materials from the collections of the State Archive of the Modern History of the Ulyanovsk Region, which were first introduced into scientific circulation, the authors reviewed the training of scientific and pedagogical personnel at the Ulyanovsk Pedagogical Institute, studied the orientation and effectiveness of scientific, educational and educational work at the university, and revealed the overall effectiveness and content of the educational process during the period under study. It was established that the leadership and staff of the Ulyanovsk Pedagogical Institute were forced to work in the most difficult conditions when the funds allocated by the party bodies from the budget: educational expenses, research work, major repairs of the educational institution, and the purchase of educational equipment and furniture were insignificant. The situation was also complicated by the increase in turnover rates of both the staff and the student body. In the course of the work, it was revealed that the divisions of the Ulyanovsk Pedagogical University actively participated in the implementation of defense orders the predominant proportion of members of the teaching staff and the contingent of students regularly worked at enterprises and in the rear institutions of the region. In conclusion, the authors concluded that during the Great Patriotic War, the Ulyanovsk State Pedagogical Institute became an effective forge of highly qualified scientific personnel, and also made a significant contribution to the victory. The scientific article may be of interest to researchers studying the history of Soviet education, including the higher education system.
